Memo:

[CABARAUSCDUNI I
~R[H CAROLINA

TO: John Day, Budget Officer

From: Terry Rowland, Tax Administrator

Date: April 14, 1993

Subject: Description and Justification for a Remittance Processor

We need to modernize the Tax Collector's Office with a one-step
remittance processing workstation. The NCR 7720 system w/compusist
software will eliminate the actual posting for eight (8) employees,
8 hours a day for approximately two (2) months. At present (1)
employee can post approximately 600 accounts per day. Using the
remittance processor approximately 1,000 accounts per hour may be
posted. This valuable time can be spent in other areas, mainly in
collecting delinquent accounts. With the increase in workload
regarding ambulance notices, water and sewer bills, and motor
vehicles, we expect to process and mail over 100,000 additional
notices during F/Y 93-94. An option would be to request another
position, however, the NCR 7720 is less expensive and will pay for
itself over 2-3 years. Currently, during the busy months, we may
hold checks a number of days for posting. This new processing
system will allow us to deposit all checks the same day we receive
them.

Please refer to attached regarding investment summary for hardware
and software.

Office of County Assessor
P.O.
