Rezoning Request <br /> <br />Petition 93-02, Phil W. Cline, Petitioner <br /> <br />STAFF ANALYSIS <br /> <br />Background: <br /> <br /> In general. The rezoning request under consideration would reclassify 45 acres on <br />Highway 49 immediately south of Concord City from R-15, a medium density residential zone <br />with minimum 15,000 square foot lots, to I-1/SU (Industrial 1, Special Use) the I-1 zone being <br />the lesser intensive of the County's two active industrial zones (please see attachment 1). The <br />45 acres are actually in the form of two parcels (5539-43-1339 and 5539-42-2392). Each has <br />been owned by John & Ora Pharr for in excess of ten years, retaining their original zoning <br />designations of 1982. The smaller of the two (5539-43-1339) fronts on Highway 49 and, while <br />outside literal City limits, is partially within their zoning jurisdiction (please see attachment 2). <br />It is Concord R-1 zoning, R-1 being one of Concord's larger lot residential zones, requiting <br />15,000 square foot minimum lots. <br /> <br /> Surrounding land use and goning. For a complete inventory of surrounding land use, <br />with both actual use and zoning classifications, please refer to attachment 3, "Surrounding land <br />use - Cline Rezoning". To summarize, surrounding land use is a mix of both residential and <br />industrial land uses with the industrial uses fronting Highway 49. <br /> <br /> The rezonine request of Petition 93-02. The petitioner, Phil W. Cline, requests I-1, <br />Special Use with 13 uses permitted outright, one permitted as an accessory and none <br />conditionally. Currently, the general I-1 zone permits 56 uses outright, three conditionally and <br />one accessory (please refer to the Ordinance for the exhaustive list). The uses Mr. Cline <br />requests are: <br /> <br /> PERMITTED: <br /> 1) agricultural uses <br /> 2) clothing & textile manufacture <br /> 3) dairy processing and distribution <br /> 4) electric supply and equipment manufacture <br /> 5) farm machinery assembly, repair and sales <br /> 6) freezer, locker and ice plants <br /> 7) nursery, greenhouse and truck garden <br /> 8) offices, administrative <br /> 9) offices, professional <br />10) off-street parking <br />11) truck and trailer rental <br />12) trucking terralnai <br />13) warehousing <br /> <br />ACCESSORY: <br />14) on premise sign (fuaher regulated elsewhere in the Ordinance) <br /> <br /> <br />
