Pa~e 3

PROGRA SUmmArY

statement of the Problem:
Many high risk youth come to the attention of the courts. Most have need of psychological
assessment, individual and/or group counseling, or family counseling and case management.
Many have pre-delinquent substance abuse, or school problems. Another service increasingly_
in demand is the assessment and treatment of youthful sex offenders. Without intervention
services with the youth and their families (when possible), problems will increase.

Program Goal: (purpose of the Program)
1) Continue to provide comprehensive assessment and treatment services for Cabarrus County--
CBA eligible clients and families referred by the juvenile court.
2) Increase familiarity with clients and court proceedings, and increase accessibility to
juvenile court counselors for consultation by housing primary contact in the courthouse
facility.
3) Add sex offender specific assessment and treatment services for youthful sex offenders
in Cabarrus, Union and Stanly counties. This is a population for whom services are
increasingly in demand and pooling the youth from three counties who need these services
should ensure a~ a~equate number of participants for group therapy (the treatment of choice)
Target Popu£at~on:

Youth between the ages of 7 and 17 years referred by the courts and schools who exhibit
delinquent (including sexual offenses), pre-delinquent, or significant substance abuse
problems.

Measurable objective(s):
1) The program will service approximately 28-32 clients at any time with a total of
96-100 YOUth receiving services.
2) Sixty percent of youth involved in services will complete and show reduction in
negative behavior.
3) Training School admission of youth' in program will decrease or continue to be less
than 10% for clients completing program.
4) Monitoring will be done through use of all approved CBA forms.

Information Maintained for Effectiveness Measurement:
Data collection on involvement and frequency as well as treatment outcomes is collected.
On youth who become clients of Piedmont Area Mental Health, treatment records will be
kept that are in compliance with Division of MH/MR/SAS and CBA standards. All CBA forms
for reporting, billing, and progress will be used.
