May 27, 1993

Mrs. Carolyn Carpenter, Chairman
Cabarrus County Board of Commissioners
P.O. Box 707
Concord, North Carolina 28026-0707. · ~

Dear Mrs. Carpenter:

Meeting in official session on May 20, t993, the Cabarrus County
Board of Health voted to reconmLend a chan~e in the landfill
tipping fees charged to municipalities. The current tippin~ fee
is $28.00 per ton for residential and commercial solid waste.

The City of Kannapolis has a residential yard waste program which
reduced the residential waste stream from Kannapolis by 12.2%
durin~ the current fiscal year. Since the reduced waste stream
saves the county valuable landfill space, the City of Kannapolis
has requested a reduced tipping fee rate of 12.2% for FY 93-
94(see attached letter from the City of Kannapolis). The reduced
rate for Kannapolis residential refuse would be $24.58.

The Board of Health considered the request in light of the fact
that Kannapolis is the only municipality usin~ our landfill which
has a residential yard waste recyclin~ pro~ram(all other
recyclin~ pro~rams in Kannapolis, Harrisburg, and Mt. Pleasant
are funded entirely by the county). Accordingly, the Board voted
to reco~Lend that the tipping fee for the City of Kannapolis be
$24.58 for FY 93-94. Harrisburg and Mt. Pleasant would be ~iven
the same consideration if these towns be~in to recycle solid
waste other than aluminum, ~lass, plastics, and newspapers.

Thank you for your consideration of this recoK~Lendation.

Sincerely,

C.
