STAFF ANALYSIS - PETITION 93-05 <br /> <br />This petition is for a special use zoning district that would <br />permit the construction of an auto repair garage on vacant <br />proHert¥. The chanae requested would h~ ~m ~ l~,., ~,, <br /> <br />~es~den%ial zone (R-~0) to the special use zone (ARR/SU). An <br />automobile repair garage is a conditional use in the ARR zoning, so <br />part of this analysis will be whether the proposed use meets these <br />standards. The other part of the analysis will be the <br />appropriateness of a commercial use in general. <br /> <br />The parcel proposed for rezoning is located on Berwick Court which <br />is off Poplar Tent Road near International Drive. The land is <br />currently vacant and is directly across from a race shop that has <br />a conditional use permit, and a wrecker service that operates as a <br />grandfathered use (although it could comply with zoning by <br />obtaining a conditional use permit). The property across Berwick <br />Court was rezoned from R-40 to ARR approximately 2 years ago. <br /> <br />The long range plan for this area indicates that this property is <br />part of a larger area appropriate for residential use. This <br />clearly does not support the rezoning, but as in other cases, the <br />specific factors relating ~o this property must be examined to <br />determine whether conditions may permit this use to be located <br />within what is generally designated residential. <br /> <br />The petitioner is proposing that a ~ew building be constructed on <br />the 3.22 acre parcel to be used as an auto repair garage. He has <br />not provided a concept plan or site plan of the proposed buildings <br />use as of the date of this report. However, he will be requiring <br />to have a plan which meets the requirements of Section 9.7-3 <br />(Automobile Repair Garages and Small Engine Repair Shops). <br /> <br />In addition to meeting the requirement of Section 9.7-3 the staff <br /> would also recommend the following: <br /> 1. That areas between the proposed garage and any <br /> existing or future residential areas be <br /> screen. <br /> 2. That all parking areas be landscaped and <br /> screen from view of adjacent residential <br /> areas. <br /> <br /> 3. That no wrecked or salvaged vehicles be stored <br /> on the property. ~/~~__ <br /> In conclusion, that if the proposed use is properly screened that <br /> it would be in compliance with existing commercial and residential <br /> uses. Therefore, staff recommends approval. <br /> <br /> <br />
