The text is to be used in coordination with the land use map to <br />provide information on why the land use is envisioned as shown on <br />the map, and how the land use will ultimately occur. Discussion of <br />land use by type will be followed by a discussion of the utility, <br />transportation and quality of life recommendations. <br /> <br />LAND USE RECOMMENDATIONS <br /> <br />The predominant future land uses shown for this area are low <br />density residential and agricultural. There are a number of <br />reasons for this, not the least of which is the residents desire <br />that the area continue much as it is now. Other factors that <br />affect this designation are the overall lack of water and sewer <br />services, the rural road network and limited access to the area and <br />the need for agricultural property in the County. <br /> <br />The area shown for agriculture and low density residential will <br />need to have other uses mixed in. Much of that property is <br />currently pasture land, crop land, residential or open area. <br />Evidence suggests that the conversions that are taking place now in <br />this area, and throughout the County, are from agricultural uses to <br />residential or fallow areas. It will be increasingly necessary in <br />the agricultural areas for farmers and workers to have a secondary <br />source of income so it should be expected that home occupations, <br />rural home occupations, and small scale businesses will be <br />intermixed with the agricultural uses. These very small scale <br />commercial uses will be in addition to the traditional agriculture <br />related businesses that are located near farm property by <br />necessity. <br /> <br />Low density residential development will continue to occur for many <br />of the same reasons as the agricultural uses do, and the type and <br />location of residences should be much the same as is occurring now. <br />Housing development will depend on the use of individual wells and <br />septic tanks. Combined with the desire to preserve valuable crop <br />and pastureland, the location of homes will be dictated by physical <br />factors of the land. The type of housing has been mixed between <br />site built and manufactured homes. Despite concerns expressed <br />about the manufactured housing by residents, that type of housing <br />will continue to be chosen by some people in this area due to the <br />affordability. Concerns should be addressed by studying limits on <br />location of manufactured housing, and strengthening set up <br />requirements. <br /> <br />Property owners are already finding it necessary to divide <br />individual lots out of large tracts. There are two main reasons <br />for these divisions, and as long as those factors hold true the <br />divisions will continue. The first is that landowners often need <br />to sell lots to supplement income. The second reason is that due <br />to the land cost factor in housing, many people are turning to <br />family members for land.
