State of North Carolina
Department of Environment,
Health and Natural Resources
Purchase of Medical Care Services

James B. Hunt, Jr., Governor
Jonathan B. Howes, Secretary

August 10, 1993

MEMORANDUM

To:

From:

Subject:

Medical Service Providers
Susan C. Anderson, Chief ~
Purchase of Medical Care Services

Change in Net Income Scales for Financial Eligibility

The recent session of the N.C. General Assembly repealed the law that
established income scales for financial eligibility under the state's non-
Medicaid reimbursement programs. This action left our department with the
responsibility for establishing income scales in rules.

The N.C. Commission on Health Services has adopted the income scale
rules proposed by EHNR. The most notable'change is the increase in the scale
for the Cancer Program to the federal'poverty level. Additional funds were
appropriated by the General Assembly for this purpose.

In collaboration with the Division of Maternal and Child Health, minor
changes also were made in scales for inpatient services for both Children's
Cpecial Health Services (children age 8 to 20) and the Sickle Cell Program.
pecifically, the net income limits for family size of five or more were
changed to even $500 increments. This will make the scale easier to remember
and use.

A table displaying the revised net income scales is on the other side of
this page. These scales are effective .for dates of service on and after
AUqust 9t 1993.

If you have recently interviewed clients who were over-income but now
may qualify under a revised scale, and service is to be provided on or after
August 9, we encourage you to re-apply on their behalf.

Ail of us involved in payment program services appreciate your continued
cooperation in providing medical care for children and families covered by
our programs.

- OVER -

SCA/dpm

P.O.
