Waldroup, Utilities Director

October 13, 1993

Midland Wastewater Treatment Plant and Interceptor Lines

Provide sewer service to the Industrial and Commercial Areas
in the Midland Area.

The plans for the wastewater treatment plant are to provide a 75,000 GPD facility
which would be expandable up to the permit maximum of 1.8 MGD. The recommended
sizes for the sewer interceptor lines are 18" and 21" with a total estimated
capital cost of $657,000. These lines are sized to meet future needs of the
drainage area beyond the original discharge permit capacity and up to a capacity
of 4.8 MGD.

The smaller 12" and 15" sewer interceptors will provide capacity to meet the
1.8 MGD limits of the discharge permit with a total estimated capital cost of
$480,000. Installation of the smaller lines would provide an initial capital
expenditure reduction of $177,000 for a capacity of 1.9 MGD.

For future demands beyond the 1.9 MGD capacity of the 12" and 15" interceptors,
installation of parallel interceptors will be required. To meet the same target
capacity of the 18" and 21" interceptors at a future date would require a capital
expenditure of approximately $600,000. The future target capacity for the
interceptors can be met by an initial capital expenditure of $657,000 with the
18" and 21" lines or in two or more stages for a total capital expenditure of
up to $1,100,000.

The cost of this plant to be completed through construction is estimated to be
$1,692,000. The plant will initially serve the industrial and commercial
customers in the vicinity of the interceptor lines. Comprehensive planning
should be done for the development of domestic sewer collection systems for the
remaining areas in Midland, with various suggested methods for the financing of
these services.

Utilities Department
232 [)avidson Highway · P O Box 707 · Concord.
