1~/11/1993 ~5:51 FROM CANNON MEMORIAL LIBRARY TO CABARRUS CO. P.03

A Request to the Cabarrus County Commissioners to fund a new
part-time position at the Charles A. cannon Memorial Library
Kannapclis Branch.

Since opening in january, 1986, use of the County Library in
EannaDolts has increased significantly in all public service
areas. As indicated by the attached narrative completed by Beth
Young, the Branch Librarian, circulation of books and other ll-
brary materials has increased dramatically. Reference trans-
actions and the number of patrons who use the Library has also
increased. The size of the library staff, however, has not
increased. Scheduling staff to adequately serve library patrons
six days per week includlng four twelve hour days with two shifts
has become almost extremely challenglng. The addition of a
part-time page, a position which is the lowest paying in county
government, has been requested in each of the past four budget
years. Funding for these requests were not availabie. In order
to improve the Library's capacity to adequately deliver services,
the Branch Librarian proposed reducing operating hours by twelve
hours per week and rescheduling staff to work more weekends.
proposal was reviewed by the Board of Trustees. The Board of
Trustees is reluctant to reduce hours of operation. After
considerable discussion, it was ~uggested that alte~.,atlve fund-
ing sources be explored in hope of provi~ing the page position.

The Branch Librarian has successfully canvased the Friends
of the Kannapolis Library for a on'e-time ~ash gift which would
fund half cf the cost of a part-time page position for the
rmmainder of the current fiscal year. It is the Trustees'
request that the Board of Commissioners consider authorizing this
position and provide the r~ainder of ~he funding. Estimate~
cost of the position for approximately 33 weeks
including FICA and medicare. The cost to the cotmty, for the re-
mainder of the fiscal year, would be no more than 1,373.00.

The funding of this position would alleviate to some degree
the problems now experienced in dellvering services, especially
on weekends and at night. Such a position would allow the
Library to continue to operate on its current schedule.
