WHITLOCK <br /> <br /> TELECOPlER <br />(704} 34;~-3308 <br /> <br />Dear Ladies and Gentlemen: <br /> <br /> At the meeting of the Centralina Council of Governments on Wednesday, <br />September 15, 1993, the Council recommended the enclosed Amendment of the Council's <br />Charter to be submitted to the member governmental units for their adoption. This <br />recommendation was approved unanimously by the member delegates; and, hopefully, each <br />of you will find it appropriate. <br /> <br /> The effect of the change is to permit the Council to conduct its business when either <br />a majority of the delegates are present or, when there is not a majority of delegates, but <br />one-half of the county members are represented and thirty percent of the municipal <br />delegates are represented. This change reduces by one (from five to four) the number of <br />counties which need to be represented and reduces by five percent (from thirty-five to <br />thirty) the number of municipal delegates that need to be present. <br /> <br /> The impetus for this change came from the Council's Executive Committee after we <br />experienced the lack of a quorum at two bimonthly meetings within the last year. In the <br />more than twenty years I have represented the Council, I cannot recall two other times <br />that a quorum was not present when the meeting was called. Hopefully, you can <br />recommend this change to your Board. <br /> <br /> We would appreciate your placing the Charter amendment on the agenda of your <br />Board as soon as is practical. If your Board approves the resolution, the certification at <br />the end should be completed by you or the Clerk to the Board.
