More and more
of the juveniles being referred are for serious delinquent and undisciplined acts with
placement in secure detention in the absence of effective alternatives. Those whd requir{
secure detention must often be transported long distances to a center with an available
vacancy.
Program Goal: {Purpose of the Program)
The Alternatives To Detention Program will provide intense supervision and counseling
to juveniles in order to reduce the need for placement in detention, training school
and group care.

Target Population:

The program will serve juveniles between the ages of seven (7) and seventeen
who are referred for delinquent and undisciplined behavior and who are in need of
intense supervision and counseling. The population served may include juveniles
placed under house arrest by the Court; juveniles who are being supervised on
probation; juveniles being supervised on protective supervision; and juveniles on
conditional release from training school,, or who have been released from group care.

Measurable Objective(s):

I. Of the juveniles served, 60% will show a reduction in referrals to juvenile court.
2. Of the juveniles served, 60% will show a reduction in runaway behavior.
3. Of the juveniles served, 60% will show a reduction in school suppensions and
expulsions.
4. Of the juveniles served, 60% will require no further placement in secure detention
or t~aining school.

Infor~tion Maintained for Effectiveness Measurement:
Documentation of staff time involved in the program will be maintained. Client
files will contain social history information, referral form, services plan and
case dictation. CBA client tracking forms will be maintained and submitted as
required to the CBA office.
