(15) Closed end of dead-end drives or roads shall be provided with a <br />turning circle of at least seventy (70) feet in diameter, cul-de-sac <br />length shall not exceed eight hundred (800) feet in length. <br /> <br />(16) No banks, except along large drainage ditches, in the park shall <br />have a slope steeper than three (3) feet length to one (1) foot <br />elevation. <br /> <br />(17) Permanent mobile home parks shall have a sign for identification <br />and the sign shall be as follows: <br /> <br />Mobile home park identification signs shall not exceed forty (40) square <br />feet. Such signs shall have a minimum area of fifteen (15) square feet <br />and may be illuminated. Only direct non-flashing lighting will be used <br />for illumination and the sign must be eonstrueted in such a manner as <br />to prevent a direct view of the light source from any public street <br />right-of-way. Signs shall not be located within any public right-of- <br />way. <br /> <br />(18) Screening shall be utilized on all sides of a mobile home park. <br />Consideration shall be given to topography, large trees, vegetation, <br />site design and land uses in the evaluation of the extent of required <br />screening. Whenever screening is required, either a durable masonry <br />wall, fence or berm, material planting and landscaping, designed to be <br />compatible with the character of adjoining properties shall be provided. <br />Walls and fences shall be at least five (5) feet in height and measured <br />from the ground along the common lot line of the adjoining properties. <br />The use of vegetation shall reach fifty (50) percent opacity within two <br />(2) years after being planted. <br /> <br />(19) Recreation areas shall be provided and approved by the <br />PLANNING AND ZONING COMMISSION to meet the anticipated needs of <br />residents of the mobile home park. Not less than eight (8) percent of <br />the gross site area shall be devoted to recreational areas. Active <br />recreational equipment shall be provided in the recreation areas. <br />Provision of separate adult and tot recreation areas are encouraged. <br />The responsibility of the recreational common areas shall be maintained <br />by the owner or the manager of the mobile home park. A written <br />statement shall accompany the preliminary plat stating the active <br />recreation facilities to be included in the mobile home park and the date <br />construction of such facilities shall commence. <br /> <br />(20) All mobile homes, including additions or extensions, permitted <br />under this section shall be skirted. All skirting shall be flushed with <br />exterior walls and all skirting shall be the same material as the mobile <br />home or of brick, stone or masonry block.
