C. 2802.5 <br /> (70,4.) 786-4.137 <br /> <br />Dear CBA Task Force Member: <br /> <br />I am writing to offer my support to the request for Community <br />Based Alternative's expansion funds recently submitted by the <br />Juvenile Services Division of District Court 19A. <br /> <br />The Alternatives to Detention Program which would be implemented <br />with these funds, will address a current, crucial, unmet need for <br />services which will help us better manage the often difficult-to- <br />serve population of delinquent and undisciplined youths in <br />Cabarrus County. Juveniles who are being referred to Court are <br />presenting increasingly more serious types of delinquent and <br />undisciplined behavior. With training schools and detention <br />centers filled to above capacity, and with other placement <br />options often being limited or inappropriate, effective <br />alternatives are needed to meet the needs of our children and <br />community. The in-home detention and intensive home-based <br />counseling components of this program would provide resources for <br />many youth which likely will prevent the need for more secure <br />measures such as detention and training school or for other types <br />of placements which would necessitate the child's removal from <br />home. <br /> <br />I hope you will offer your support to this much-needed program as <br />well as its implementation which will help fill a very real gap <br />in community resources for court-referred youth. <br /> <br />Also, I wish to offer my personal thanks to the CBA Task Force <br />for the excellent work already provided in helping secure funding <br />for the present CBA funded programs. The Court Psychological <br />Services, Home-Based Services, and Temporary Shelter Care <br />programs provide a wide range of services to our youth, which, as <br />you know, are used extensively on their behalf.
