Witherspoon/County Manager <br /> <br />Mike Byrd/Transportation Planner <br /> <br />December 15, 1993 <br /> <br />Section 18 Van Acquisition <br /> <br />During the budget process for FY 93-94, the funding for Section 18 van acquisition was deleted. <br />The County had been approved to receive 4 additional vehicles from that grant. I contacted <br />NCDOT Public Transportation and Rail Division, and they are aware that those vans would not <br />be acquired. <br /> <br />Since that time, additional funding has been allocated to acquire vehicles for the JOBS Program. <br />These vehicles can also be acquired through the Section 18 grant procedure. <br /> <br />My concern is that the County is missing an opportunity to acquire vehicles at a small <br />percentage of their actual cost. The vehicle cost will be approximately $19,900, the radio <br />approximately $1,200, for a total of around $22,000. The County would only pay 15% of this, <br />or around $3,300. The only additional cost to the County would be "tax and tag", or around <br />$597. This total of $3,900 out of County funding is, I feel, an excellent return for the amount <br />expended. We could apply for up to three vans. <br /> <br />It is also my concern that should the County not continue to acquire vehicles annually through <br />Section 18, the van fleet will age more rapidly. Several of the vans acquired two years ago <br />already have in excess of 60,000 miles on them. The continued replacement of these vehicles <br />will keep the County out of a situation where 10 to 12 vehicles have 100,000 plus miles on them <br />in three or four years. <br /> <br />This concern is based on the ability of the County to acquire the number of vehicles needed as <br />replacements on an annual basis. <br /> <br />The revision to Section 18 needs to be to NCDOT by December 23rd, so it would necessitate <br />action by the Commissioners at their meeting on December 20th, if desired. <br /> <br />If you have any questions, or would like to discuss these issues further, please let me know. <br /> <br />cc: Jerry Newton <br /> <br /> <br />
