December 18, 1991 <br /> <br />To: John Witherspoon <br /> <br />From: Blair Bennett ~'/~ <br /> <br />Subject: Cabarrus County Dental Plan <br /> <br />While acting as interim manager, Carolyn Carpenter requested that <br />I investigate the possibility of implementing a dental plan for <br />Cabarrus County employees. Several insurance carriers or brokers <br />were asked to submit proposals to me for both a plan partially <br />funded by the County and a completely voluntary plan requiring no <br />county contribution. After receiving these quotes and reviewing <br />the different companies funding requirements and level of <br />participation, it became evident that only a voluntary plan would <br />be feasible. I have attached a copy of a schedule indicating the <br />voluntary plans reviewed, the level of the benefits offered, and <br />the cost of participation for the various plans. <br /> <br />As you requested, I have reviewed these plans with Terry Rowland, <br />Jerry Newton, and Alison Farrell and we reached a general consensus <br />to recommend the American Pioneer Dental Plan for County employees. <br />We investigated this company by calling six other employers that <br />have this plan. We received reports of good service and working <br />relationships with this company, claims paid timely, and toll free <br />problem resolution phone lines. <br /> <br />This plan requires at least 20% of the full time employees to <br />participate in order to write the coverage. If this level is <br />attained I would recommend that the premium for the plan be <br />incorporated in our 125 cafeteria plan and be treated as a premium <br />conversion. As this is a benefit that would be offered to County <br />employees I would ask that the Board of Commissioners approve the <br />implementation of this plan effective April 1, 1992.
