December 19, 1991 <br /> <br />To: John Witherspoon <br /> <br />From: Blair Bennett <br /> <br />Subject: Reclassification of Supervisor of Elections Position <br /> <br />Question Posed <br /> <br />The question was posed regarding the procedure to upgrade the <br />supervisor of elections position. <br /> <br />Solution <br /> <br />Article II, Section 3 & 4 of the Personnel Ordinance requires that <br />new positions shall be established only with the approval of the <br />Board of Commissioners after which the County Manager shall either <br />(1) allocate the new position to the appropriate class within the <br />existing classification plan, or (2) recommend that the Board of <br />Commissioners amend the position classification plan to establish <br />a new class to which the new position may be allocated. <br /> <br />When the County Manager finds that a substantial change has <br />occurred in the nature or level of duties and responsibilities of <br />an existing position, the County Manager shall (1) direct that the <br />existing class specification be revised, (2) reallocate the <br />position to the appropriate class within the existing <br />classification plan, and/or (3) recommend that the Board of <br />Commissioners amend the position classification plan to establish <br />a new class to which the position may be allocated. <br /> <br />Therefore if you do agree to the classification change, then the <br />Board of Commissioners must then approve the same and establish the <br />new grade and classification title on the pay plan. <br /> <br />Question Posed <br /> <br />How would it be possible to rehire the retiring supervisor as a <br />part time employee of the County. <br /> <br /> Finance Department <br />P.O, Box 707 · Concord, NC 28026-0707 · (704) 788-8104 <br /> <br /> <br />
