NORTH <br /> CONCORE)o NORTH CAROLINA 2SO25 <br /> <br />OFFICE OF THe DIRECTOR <br /> <br />MEMORANDUM <br /> <br />Date: <br />To: <br />From: <br />Subject: <br /> <br />January 24, 1992 <br />Blair Bennett, Cabarrus County Finance Director <br />Tom Dillard, Library Director <br />Amendment of 1~91-~2 Library Budget to include <br />LSCA revenue funds currently not budgeted <br /> <br /> This is to advise you that I have requested a portion of the <br />LSCA (Library Services and Construction Act) Federal grant for <br />1~91-92 to be received by the City of Concord be transferred to <br />Cabarrus County for library related equipment purchases. LSCA <br />guidelines are specific in how grant funds may be appropriated <br />and are, consequently, limited as to use. <br /> <br /> The amount to be transferred is $ 5,516.00. Specific <br /> expenditures will be for a micro-computer system with color <br /> monitor with an internal CD-ROM Drive and a modular storage <br /> system for audio-cassettes. The approximate cost of these items <br />~ is $2,270.00 for the computer system and $1,046.00 for the <br /> storage system. <br /> <br /> The micro-computer will be used by the public to access a <br />periodical index. Access through this system is quicker and <br />more comprehensive for patrons than searching through paper based <br />products. The Concord Library has used such a system for several <br />years with very positive results. Use of periodical back issues <br />for reference and information tripled shortly after this system <br />was installed and has increased steadily since. CD-ROM based <br />products, especially those devoted to delivery of reference and <br />information services, either are or will become necessities for <br />acquistion by our libraBy. This system will accommodate those <br />services for the forseeable future. <br /> <br /> The modular storage unit will by used for the Library's <br />growing audio-cassette collection. This form of media is very <br />much in demand with our patrons. We currently have no satis- <br />factory storage system. This system will store approximately <br />1,000 audio-cassettes. <br /> <br /> The procedure for distribution of LSCA funds has changed this <br />year. Under new guidelines, ail LSCA approved purchases must be <br />executed before the grant funds can actually be received. Once <br />the purchases are made, I must submit a request for reimbursement <br /> <br /> <br />
