WHAT IS THE HOME AND COMMUNITY CARE BLOCK GRANT <br /> <br /> FOR OLDER ADULTS <br /> <br />The Block Grant is established by Chapter 241 of the 1991 Session Laws <br />and is effective July 1, 1992. <br /> <br />The Block Grant combines existinq funds that are currently administered by <br />the State Division of Aging and Social Services. <br /> <br />These include federal Older Americans Act funds and state appropriations <br />for older adults spent on home and community services, which are currently <br />contracted by Area Agencies on Aging. <br /> <br /> WHAT IS THE PURPOSE OF THE BLOCK GRANT? <br /> <br />Older adults and their families often face a very complex, and often <br />frustrating system of home and community care services at points of crisis <br />brought about by health and medical problems. The Home and Community Care <br />Block Grant is designed to address in part these concerns by improving the <br />planning, management, and coordination of in-home and community based <br />services provided to North Carolina's older adults and promoting the <br />visibility of aging programs at the local level. Counties will have <br />increased flexibility with respect to budgeting for aging services <br />available through the Block Grant and establishing priority services to be <br />addressed. The Home and Community Care Block Grant is intended to simplify <br />the administration of aging services by establishing uniform service <br /> <br /> <br />
