WHAT IS THE HOME AND COMMUNITY CARE BLOCK GRANT

FOR OLDER ADULTS

The Block Grant is established by Chapter 241 of the 1991 Session Laws
and is effective July 1, 1992.

The Block Grant combines existinq funds that are currently administered by
the State Division of Aging and Social Services.

These include federal Older Americans Act funds and state appropriations
for older adults spent on home and community services, which are currently
contracted by Area Agencies on Aging.

WHAT IS THE PURPOSE OF THE BLOCK GRANT?

Older adults and their families often face a very complex, and often
frustrating system of home and community care services at points of crisis
brought about by health and medical problems. The Home and Community Care
Block Grant is designed to address in part these concerns by improving the
planning, management, and coordination of in-home and community based
services provided to North Carolina's older adults and promoting the
visibility of aging programs at the local level. Counties will have
increased flexibility with respect to budgeting for aging services
available through the Block Grant and establishing priority services to be
addressed. The Home and Community Care Block Grant is intended to simplify
the administration of aging services by establishing uniform service
