STAFF ANALYSIS - PETITION 92-01 <br /> <br />The petitioner is requesting that this two acres be rezoned to <br />match the I-2 zoning of adjacent property. Their intention is to <br />sell this property to the adjoining owner so that the utility of <br />that property will be increased. A review of the factors affecting <br />zoning shows why this area was indicated as best suited for <br />industrial use in the Midland Area Plan. <br /> <br />TRANSPORTATION <br /> <br />The surrounding area has excellent access and is served by both <br />road and rail, and is intended to be served by air also. This <br />property is located just to the west of U.S. 601 the primary north- <br />south tie between Concord/Kannapolis and Monroe. In addition N.C. <br />24/27 is approximately three miles from Wallace Road and is one of <br />the State's emphasized east-west intrastate roadways. A Norfolk- <br />Southern Railroad line that is currently leased to the Aberdeen, <br />Carolina, and Western Railroad passes just to the north of this <br />property (and is adjoined by the adjacent property). Directly <br />across Wallace Road is the planned Midland Air Park and the <br />existing airstrip that is part of it. <br /> <br />UTILITIES <br /> <br />The property is not served by water or sewer, although that <br />situation should be changing. Wallace Road is shown in the plans <br />for County water line extensions and that will enable this property <br />to be served. A private package treatment plant has been approved <br />for a tributary to Muddy Creek and this property can be served by <br />that plant. The Midland Area Plan also recommends that the County <br />pursue construction of a public waste treatment plant on Muddy <br />Creek and this property could be served by that plant as an <br />alternative. <br /> <br />EXISTING/PLANNED DEVELOPMENT <br /> <br />The Midland Area Plan indicates that this area is best suited for <br />industrial development. The surrounding area is currently mostly <br />vacant, but the adjoining property is now under development by the <br />McGee Brothers Company for an industrial use, specifically a <br />concrete mixing plant. This parcel is needed to make the western <br />most portion of the McGee property usable. <br /> <br />SUMMARY <br /> <br /> The rezoning of this parcel and its addition to the adjoining <br /> parcel is a logical step in the industrial development of the area. <br /> That development is supported by the land use plan, and the factors <br /> affecting property development and approval of the petition is <br />' recommended. <br /> <br /> <br />
