Concord, Nord~ Carolina
January 29, :1.992

Dear County Manager and Commissioners,

It is the endeavor of the Cabarrus Bicentennial Commission, Inc. to bring together the popu-
lation of the area in a year-long celebration of the 200 years of independent.spirit, loyalty,
patriotism and religious values which fostered the founding of Cabarrus County on Decem-
ber 29, 1792. The Bicentennial Commission is very pleased to present to you a ~.992 Bi-
centennial Calendar.

During this year, a succession of events are planned around a theme given to each month.
However, the big Festival Month of September is envisioned as the gala highlight of the en-
tire celebration. During the week of September 6~:L2, events will take place at many loca-
tions throughout the County including a golf tournament, night parade, concert in the park,
bicycle and foot races and street dances. Also planned are a Scottish Highland Games
demonstration, raquetball competition, historic photo and fine arts exhibit. And, sugges-
tions are still coming in - such as a program to honor and recognize law enforcement offi-
cers and firefighters, plus reenactments of historic Cabarrus events, from the arrival of the
first train in the :L850's to the heroic horseback ride by two Cabarrus women during the
Revolution.

One very special celebration will take place at Charlotte Motor Speedway in conjunction with
its big annual fall AutoFair. This extravac=anza will be geared to host an audience of :L5,000-
30,000 people. Due to the sheer numbers it is expected to draw and the approach of No-
vember elections, CMS' Humpy Wheeler anticipates generating the clout to bring a number
of dignitaries to the celebration at the Speedway, most notably, President Bush. A number
of other state and national political figures and celebrities will also be invited. Events on
the drawing board for the CMS celebration include 40 marching bands, floats, race car driv-
ers, city and county officials in period costume riding in horse-drawn carriages, a colorful pa-
rade and many surprises as only Humpy Wheeler can dream them. Wheeler has commit-
ted to handling all promotions and expenses associated with this exciting event.

The Commission is committed to the success of this fantastic celebration. In anticipation
of its $$8,200 budget we are, hereby, formally requesting a sum of $30,000 from the Ca-
barrus County Commissioners toward the Bicentennial budget. The Bicentennial Commis-
sion is soliciting the remainder from a number of other sources including city governments,
businesses, foundations and individuals.

We thank you for your dedication to Cabarrus...its Heritage...and its Future.
Sincerely,

Helen C. Arthur, President
The Cabarrus Bicentennial Commission, Inc.
