FINAL REPORT OF THE <br /> <br />21ST CENTURY COMMITTEE <br /> <br />A. BACKGROUND <br /> <br /> The Cabarrus County Board of Commissioners on February 4, 1991 <br />agreed to establish the Human Services Committee (now called the 21st Centu- <br />ry Committee) to consider the following tasks: <br /> <br />Review operations of current publicly supported human ser- <br />vices in Cabarrus County and make a recommendation on <br />future capital needs. Methods of funding new capital pro- <br />jects should be made. <br /> <br />In working on this issue, the committee should examine the <br />feasibility of co-locating human service providers into a user <br />friendly human services campus complex. <br /> <br />Make recommendations to the County Commission on future <br />County funding for human services. <br /> <br />In working on this task the committee should: <br /> <br />Study which human services should be <br />started or increased in the public school <br />system. <br />Ex~mlne services that may be preventative <br />in nature. <br /> <br />Make a recommendation to the County Commission for a <br />mechanism to do on-going planning for human services in <br />Cabm'r as County. <br /> <br /> At its meeting on March 4, 1991, the Board made the following appoint- <br />ments to the Committee: Reverend Bob Sessum, Ms. Gall Linker, Ms. Jan <br />Odell, Dr. Herb Smith, Mr. Rod Duncan, Ms. Betty Jewell, Ms. Vemice Morgan, <br />Ms. Martha Macon, Dr. David Lockhart, and Mr. Dick Snyder. At a subsequent <br />meeting of the Committee Dr. Herb Smith was selected as chair of the Commit- <br />tee. The department heads of mental health, social services, health and aging <br />were asked to provide staff support to the Committee. <br /> <br /> During the Spring of 1991, a number of Committee meetings were held <br />where discussions related to the provision of services, the nature of services <br />provided, the location of such services, the need for additional services, clarifl- <br /> <br /> <br />
