APPENDIX C DECISION TREE The 21st Century Committee recommends that the County Commission consider the following order for making decisions relating to the recommenda- tions in this report: County Commission consider and endorse the basic recom- mendation of the hub, service center human service delivery ~hroposal. Because of the centrality of the school system to is proposal, the School Board would be a participant in these considerations. County Commission direct its Finance Department to gather f'mancial data related to implementing the hub, service cen- ter recommendation. Appropriate consultants may need to be retained for this purpose. County Commission appoint a Task Force composed of rep- resentatives from the County Commission, School Board, the 21st Century Committee and human services st-ff and charge them with selecting the appropriate locations for the t~yo_initial service providing sites and to suggest an appropri- ate location for the hub facility. County Commission charge the human services staff with their respective boards to design a program of services to be offered at each of the two sites with a rationale based on co _mmunlty need. This group would also indicate the servic- es that should continue to be offered in a central facility. o County Commission determine the method of fmancing for developing a hub and service centers. t ~ounty Commission appoint a Human Services Planning ommittee composed of nine members (five selected by the Board of Commissioners and four by the respective human service agency boards) and charge this Committee with over~ seeing the development of the hub, service center concept and with long-range planning for human services with a spe- cial emphasis on preventive service. 9
