STAFF ANALYSIS - PETITION 92-02 <br /> <br />Mr. Donald E. Misenheimer has submitted a request to rezone 4.4 <br />acres of land from ARR to C-4. This land is located on the <br />northside of N.C. Highway 24/27 between Pioneer Mill Road and <br />Flowes Store Road. The 4.4 acres consist of a 3.0 acre tract of <br />land on which a non-conforming mobile home park now exists, and a <br />1.4 acre tract of land on an adjoining lot. There had been a <br />previous rezoning request in 1987 for 7.48 acres to be rezoned from <br />ARR to C-4. Six acres were rezoned and the remaining 1.4 acres <br />remained ARR. (This remaining acreage makes up the additional land <br />in the current application). <br /> <br />Several factors need to be considered for this rezoning which <br />include transportation, utilities, current land use on both this <br />and adjoining properties, and the long range plan for this area. <br />Attached is a copy of the N.C. 24/27 improvements which shows the <br />widening of 24/27 to a 4-lane divided highway to the southside of <br />the existing road. The widening of 24/27 to a 4-lane divided <br />highway is scheduled for the year 1995. <br /> <br />There is currently no water and sewer available at this location. <br />The developer will be using existing septic tanks. There is <br />currently a commercial park on the 6.0 acres adjoining this <br />property. The front 1.4 acres is occupied by an (old house) and on <br />the property requested to be rezoned, there exists a non-conforming <br />mobile home park. <br /> <br />By requesting this rezoning, Mr. Misenheimer intends to remove a <br />non-conforming use and replace it with a use that conforms with <br />both the land use and zoning. The Harrisburq Small Area Plan shows <br />the Highway 24/27 corridor as a future employment zone. The <br />rezoning of this property from ARR to C-4 would still be in accord <br />with the future intent for the area. <br /> <br />It is the recommendation of the Planning Staff that Mr. <br />Misenheimer's petition be approved. <br /> <br /> <br />
