erner

2352 Westm~ister Drlve, Concord,, NC.. 28027 -- {704) 786-7749

February3,1992

Mr. C.D. Lyons, Chairman
Cabarrus County Community-Based Alternatives Task Force
c/o Concord Parks and Recreation Department
P.O. Box 308
147 Academy Ave. N.W.
Concord, N.C. 28025

Dear C.D.:

With regret I must ask you to accept my resignation from the Cabarrus County Community-Based
Alternatives Task Force, effective immediately.

I have learned much while serving on the task force in the past year and a half, and I have enjoyed and
benefited from getting to know its capable, commilted and hardworking members. I feel lucky to have been
given the opportunity to serve the community in such a vital area of need, and even luckier to have gotten to
know and served with such a strong and dedicated group of people under your capable leadership.

As our work has progressed, however, I have begun to see that my participation might create the appearance
of a conflict with my responsibilities as editor of The Charlotte Observer's Cabarrus County bureau.

No one has ever suggested that my dual roles might cause anyone to be treated unfairly. Nevertheless, I
foresee the possibility that someone might misinterpret my actions to that effect, and such a development
would be severely detrimental to the work both of the newspaper and of the CBA Task Force. After much
reflection I have decided the only way to remove all potential for the appearance of conflict is to resign from
the task force.

In addition, lhe task force now is undertaking an ambitious program of work that is essential to its mission. I
do not think I can responsibly commit the time that will be required of every task force member to
accomplish it.

Please give the rest of the task force my warm personal regards and my best wishes for success in the tasks
that lie ahead. I look forward to seeing all of you again.

Sincerely,

Scott Vcrner
