FINAL REPORT OF THE
21st CENTURY COMMITTEE

RECOMMENDATIONS:

Administration and centralized services provided in a user-friendly "hub"
human service facility.
Other services, which can easily be decentralized would be offered in
dedicated space in the schools and senior centers as human services
satellites.

A Task Force composed of representatives from the School Board, County
Commission, the 2tst Century Committee and human services staff be charged with
selecting the appropriate locations for the two initial satellite service sites and to
suggest an appropriate location for the "hub" facility.

Design a program of services to be offered at each of the two satellite sites with
a rationale based on community need and with a particular emphasis on preventive
services. Public, private and' volunteer sector services should be considered.

The Cabarrus County Finance Department employ the appropriate consultant or
consultants ff needed to estimate the cost of developing a hub and school satellite
service sites. The Finance Department could then incorporate these estimates into
the county's capital improvements planning process.

The County Commission appoint a Human Services Planning Committee composed
of nine members for the purpose of overseeing the hub/service center planning
and implementation process. Additionally, this committee annually would prioritize
funding requests made to the County Commissioners for new or expanded services.

(Presented to Board of Commissioners on March 16, 1992)
