3. "Vehicle": every device capable of being moved upon a <br />public highway and in, upon, or by which any persons or property is <br />or may be transported or drawn upon a public highway, except: <br /> <br /> (a) devices moved by human or animal power or used <br />exclusively upon stationary rails or tracks; <br /> <br /> (b) any motor vehicle which is used exclusively for <br />agricultural purposes and which is not operated on any public <br />highway for any purpose other than moving it across a highway or <br />along a highway from one part of the owner's land to another <br />irrespective of whether the tracts adjoin; <br /> <br /> (c) any motor vehicle owned or operated by the State of North <br />Carolina or any Department, Division or Agency thereof; <br /> <br /> (d) any motor vehicle weighing 28,000 pounds or less. <br /> <br />Section 2. Loads on Vehicles <br /> <br /> It shall be unlawful for any vehicle to be driven or moved on <br />any roadway unless the contents of its load is secured by means of <br />a close-fitting covering fastened so securely as to prevent all or <br />any portion of its load from dropping, shifting, leaking, blowing, <br />or otherwise escaping from the vehicle; provided that: <br /> <br /> (a) sand may be dropped only for the purpose of securing <br />traction; or <br /> <br /> (b) water or other substances may be sprinkled on a roadway <br />in cleaning or maintaining the roadway. <br /> <br /> <br />
