STAFF ANALYSIS - PETITION 92-04 <br /> <br />The petitioner is requesting that a twenty acre parcel be changed <br />from industrial zoning to highway business district zoning. The <br />highway business district, C-4, intent statement on page 10 of the <br />Zoning Ordinance is extremely useful in'analyzing the merit of this <br />request. <br /> <br />That intent statement indicates that C-4 zones are for the purpose <br />of businesses related to primary highways and also to general <br />businesses benefitting from location near major roads. In <br />addition, it lists avoidance of strip development, promotion of <br />good traffic flow, and compatibility with existing land uses as <br />considerations. <br /> <br />The property in question has frontage on U.S. 601 Bypass and <br />Armentrout Drive. Armentrout is an industrial/commercial collector <br />for 601 Industrial Park and use of it as an access for this <br />property will help meet the intent of reducing congestion and <br />maintaining traffic flow. Existing development also supports this <br />rezoning with 601 Bypass functioning as a predominantly <br />commercial/industrial road particularly at intersections. <br /> <br />There are often factors to consider in the analysis of this <br />rezoning. Much of this property is unusable due to the flood plain <br />and easements. The proposed use, and most C-4 uses, are more <br />appropriate for this property than an industrial use. The <br />surrounding zoning pattern, both Concord and County, also support <br />the rezoning proposal as does available services. <br /> <br />Staff recommends approval of the rezoning petition. <br /> <br /> <br />
