DRAFT <br /> <br />AN ORDINANCE REQUIRING COVERING OF LOADS ON VEHICLES <br /> <br /> WHEREAS, large vehicles currently using the roadways and <br />highways of Cabarrus County occasionally are loaded so that their <br />contents drop, shift, leak, blow, or otherwise escape, and the <br />escape of loads upon the roadways and highways is a subject of <br />general interest and concern; and <br /> <br /> WHEREAS, the Board of Commissioners for the County of Cabarrus <br />is of the opinion and declares that the public good and general <br />health and welfare of the citizens of Cabarrus County require <br />adequate and safe coverage of and securing of loads upon large <br />vehicles, and that it is the policy of Cabarrus County to protect <br />the public safety, health, and welfare of all persons within the <br />County. <br /> <br /> IT IS HEREBY ORDAINED by the Board of Commissioners for <br />Cabarrus County that the following requirements shall apply to and <br />govern certain vehicles carrying loads within the limits of <br /> <br />Cabarrus County: <br /> <br />Section 1. Definitions <br /> <br /> In the interpretation of this Ordinance, unless otherwise <br />defined therein, the following terms shall mean the following: <br /> <br /> 1. "Escape": dropping, shifting, leaking, blowing, or <br />otherwise being removed from a vehicle while in motion on the <br />public highway. <br /> <br /> 2. "Load": the property intended to be transported by a <br />vehicle. <br /> <br /> <br />
