Planning and Zoning Commission Minutes <br />April 16~ 1992 <br /> <br />Paqe 10 <br /> <br />Mr. Amos said he would like it to meet the intent of the <br />thoroughfare overlay and what they are doing is <br />potentially putting in a change that would allow a use <br />that would be contrary to the overlay. <br /> <br />Mr. Smith said he is not sure that the board would be the <br />determining factor to begin with. If DOT wants to give <br />them 10 right-of-way permits, they could give it to them. <br /> <br />Chairperson Randall stated she would like to remind the <br />board of what Mr. Alexander said. Essentially, what the <br />board is focusing on at this point is not divisions, that <br />may be their intent, but the board's determination factor <br />at this point is to say whether they should change this <br />from the current C-4, highway business district to a C-2, <br />neighborhood commercial district. <br /> <br />Mr. Marshall said he would like to add to what Mr. <br />Alexander said. He understands from the petitioner that <br />there is some time constraint, and the petitioner would <br />like a decision on this. It has been the board's <br />practice, with ~abling, to ask the petitioner if they <br />would like to have their petition tabled. <br /> <br />Mr. Hartgen asked Mr. Marshall if this were approved <br />would they have to come back for a subdivision approval. <br /> <br />Mr. Marshall said no, it could be approved in the office <br />as a conveyance plat. <br /> <br />Chairperson Randall closed the public hearing on Petition 92-06. <br /> <br />There being no further discussion, Mr. Amos MOTIONED, <br />seconded by Mr. Moose to approve Petition 92-06 zoning <br />atlas amendment. The vote was unanimous. <br /> <br />Chairperson Randall introduced the eighth item on the Agenda, <br />Eastern Area Plan Draft. <br /> <br />Mr. Marshall addressed the board presenting the Eastern <br />Area Plan Draft. He stated this is the largest of the <br />area plans the staff has conducted so far, and there have <br />been four others. He said most of the sparsely - <br />populated area will~remain open agricultural with spots <br />of commercial and industrial areas and potential sites <br />for medium density residential. After discussion of the <br />Eastern Area Plan, Mr. Amos asked Mr. Marshall to look at <br />the I-X zone and bring it back to the board. <br /> <br /> <br />
