Pay Plan and Related Matters
1992

May 11,
Page 3

Se

o

occur more than one time in a three year period. This
exception to a total lump sum merit pay program will not
have a significant impact to the savings cited above.
Adjustments to the specifics of the salary plan allow for
the cost effective and fair implementation of our
personnel actions. Otherwise, supervisors will be
tempted to use "creative management" to overcome the
inequities in the current plan.
Revision of the training (Development) Increase/Merit Pay
percentages to allow all employees the opportunity to
earn meaningful rewards.
The refinement of the Merit Plan to include review and
approval of recommended awards above a specified
percentage level by persons other than the immediate
supervisor and department head.
The adoption of a pay scale that features approximately
1/2% levels that allows for employer increases to be
given in smaller amounts while providing a standard
reference for administrative purposes.
Funding of ~he Training (Development) Increase and Merit
Pay Program through the budgeting of an amount equal to
1% of salaries and benefits and the use of lapsed salary
and benefit amounts.

In summary, the proposed changes would: - Provide continuity with the Salary Plan in place before
January 1, 1992.
- Address the principal concerns of the Commissioners,
department heads and employees.
- Limit built in salary base growth to the job rate (in
addition to COLA.)
- Give financial recognition for employee performance with
a reasonable budget amount.
- Equalize merit award percentages.
- Allow for systematic and fair employee/position status
changes.

Hopefully this employee-oriented, yet financially conservative
approach will provide a compromise between the old and new systems.
It is requested that the changes in the Pay Plan and revised Pay
Scale be retroactive to January 1, 1992.
