Request for Two PHN II Positions
In The Home Health Agency FY 91-92 Budget

The purpose of the home health program is to serve homebound patients who
require nursing care, personal care, physical therapy, speech therapy,
occupational therapy, and/or medical social services. Hospitalization and
nursing home placement are an alternative to home care. The objective of
the agency is to maintain our self-supporting status for the county as well
as provide the highest quality of home care to all of our patients.

The agency is a program that has strict regulations and requirements that
must be met in order to continue certification with Medicare and Medicaid.
Ninety-two percent of the agency's revenue comes from Medicare and
Medicaid. To date, the agency has not had any difficulties meeting these
demands, (e.g. paperwork, documentation, billing).

The agency is requesting two PHN II positions in order to meet the
increased demands for skilled nursing visits. The agency is utilizing
contract RNs at their capacity for overflow of visits. The contract RNs
are seeing an average of 16 patients per day. Utilizing contract RNs to
this extent, the agency loses approximately $13.00 each visit ($4,500 each
month) in revenue. The requested positions would be effective 05-18-92.
These are new positions. Estimated revenue generated from the RN positions
for the period of 04-27-92 through 06-30-92 would have been $20,080.00;
estimated expenditures $14,000.00.

04-27-92
