Pay Plan and Related Matters <br />May 11, 1992 <br />Page 3 <br /> <br /> occur more than one time in a three year period. This <br /> exception to a total lump sum merit pay program will not <br /> have a significant impact to the savings cited above. <br /> 4. Adjustments to the specifics of the salary plan allow for <br /> the cost effective and fair implementation of our <br /> personnel actions. Otherwise, supervisors will be <br /> tempted to use "creative management" to overcome the <br /> inequities in the current plan. <br /> 5. Revision of the training (Development) Increase/Merit Pay <br /> percentages to allow all employees the opportunity to <br /> earn meaningful rewards. <br /> 6. The refinement of the Merit Plan to include review and <br /> approval of recommended awards above a specified <br /> percentage level by persons other than the immediate <br /> supervisor and department head. <br /> 7. The adoption of a pay scale that features approximately <br /> 1/2% levels that allows for employer increases to be <br /> given in smaller amounts while providing a standard <br /> reference for administrative purposes. <br /> 8. Funding of the Training (Development) Increase and Merit <br /> Pay Program through the budgeting of an amount equal to <br /> 1% of salaries and benefits and the use of lapsed salary <br /> and benefit amounts. <br /> <br />In summary, the proposed changes would: - Provide continuity with the Salary Plan in place before <br /> January 1, 1992. <br /> - Address the principal concerns of the Commissioners, <br /> department heads and employees. <br /> - Limit built in salary base growth to the job rate (in <br /> addition to COLA.) <br /> - Give financial recognition for employee performance with <br /> a reasonable budget amount. <br /> - Equalize merit award percentages. <br /> - Allow for systematic and fair employee/position status <br /> changes. <br /> <br /> Hopefully this employee-oriented, yet financially conservative <br />approach will provide a compromise between the old and new systems. <br />It is requested that the changes in the Pay Plan and revised Pay <br />Scale be retroactive to January 1, 1992.
