Section 10: Reweatherization The Contractor may reweatherize dwelling <br />units which were partially weatherized during the period September 30, 1975 <br />through September 30, 1979. The applicant must reapply for assistance and be <br />re-certified as eligible. The Contractor shall complete a new Retro-Tech Job <br />Book prior to reweatherization and shall account for reweatherized units <br />separately from new completions. <br /> <br /> Section 11: Incidental Repair Incidental repairs will be permitted in <br />order to make weatherization measures more effective, and will still be limited <br />to those repairs necessary for the effective performance or preservation of <br />weatherization materials. The cost of such repairs will not exceed $300.00 per <br />dwelling unit, nor involve more than twenty-five percent (25Z) of a surface <br />area (i.e. roof, floor, ceiling, and interior/exterior walls that form the <br />envelope of the home). <br /> <br />B.) Training and Technical Assistance. The following shall apply to the <br />Training and Technical Assistance component as noted in Part I, section 4B. <br /> <br /> Section 1: Scope of ProKram. The contractor shall develope and complete <br />the program in accordance with the contractor's approved training & technical <br />assistance plan attached as exhibit A. Only persons directly involved in the <br />program or the administration of the program are eligible for training or <br />travel reimbursement under this agreement. All third party training must <br />receive prior written approval from the Grantee. Travel per diem, other than <br />mileage, will not be allowable charges for activities within a 50 mile radius <br />of the Contractor without prior written approval from the Grantee. <br /> <br /> In general training and technical assistance activities may include the <br />following: <br /> <br /> A. Providing technical and administrative training to work crews, job <br />supervisors, outreach workers, and administrative personnel. The training may <br />cover accounting systems, purchasing procedures, inventory control, filing and <br />reporting. <br /> <br /> B. Monitoring and inspecting the technical and administrative <br />effectiveness of the Weatherization Assistance Program to identify and correct <br />deficiencies and determine need for the type of training required. Prepare <br />reports which assess the quality and quantity of accomplishments, particularly <br />as it relates to the quality of workmanship on completed homes. Also, insure <br />that all the needed and authorized measures are installed. <br /> <br /> C. Evaluating and acquiring training materials, e.g., manuals, brochures, <br />etc. to be used as training aids or reference materials on the job. <br /> <br /> D. Attending and conducting T&TA workshops, seminars, and meetings to <br />broaden knowledge and provide guidance to agency personnel. Conduct training <br />sessions on site as required. Determine workshops, seminars, or meetings which <br />agency personnel should attend for the purpose of expanding overall program <br />knowledge. <br /> <br />-12- <br /> <br /> <br />
