CABARRUS COUNTY
NUTRITION PROGRAM FOR THE ELDERLY
RECOMMENTATION FOR THE 1992-93 FOOD SERVICE CONTRACT

Consolidated Coin Caterers Corp. is currently our food service
contractor and their service performance and food preparation
is excellent. Their kitchen facilities are "state of the art"
with modern up-to-date equipment. They are a large
corporation providing vending and catering services in this
area and the southeast. The quality food prepared by 4-C's
is outstanding and completely satisfies the requirements of
the contract and the participants in the nutrition program.

ServiceMaster Food Management was our food contractor for the
1990-91 fiscal year. We had consistent problems receiving
adequate food to satisfy portion requirements of the contract.
On many occasions the milk received was sour and juices
eliminated entirely. In addition, complete food items would
be forgotten and delivered later which created severe problems
in serving meals at the scheduled times. ServiceMaster was
aware of these problems, but made little effort to rectify
them.

To date, ServiceMaster has procured contracts for Stanly,
Rowan, Iredell and Union counties for the coming year. They
will be mandated to prepare and deliver approximately 850
meals per day to the nutrition sites. In the fall when school
starts again, they will have to prepare an additional 850
meals per day for the college students. We do not feel they
have either the facilities or the equipment to undertake this
massive amount of food preparation and maintain the high
standards we are currently receiving from 4-C's.

Our participation declined during the year ServiceMaster was
our contractor which resulted in 2,500 meals short for the
contract. Participation has increased during the past year
and our grant funds depend on the participation of our older
adults.

Ail of our site managers are unanimous in requesting 4-C's
remain our contractor (see attached notes), as well as many of
our participants. Although 4-C's bid was high, we cannot
ignore the opinions of the people who receive the food.

The difference in the bids is substantial, but drawing from
past experiences with both food contractors, we feel the
Nutrition Program will be severely affected if ServiceMaster
resumes providing service. The cost of drop-outs in the
program will far exceed the difference in the contract.
