Cabarrus County
Veterans Council

July 13, 1992

Mrs. Carolyn Carpenter
Chairperson
Cabarrus County Board of Commissioners
Post Office Box 707
Concord, North Carolina 28026-0707

Dear Mrs. Carpenter:

I am writing on behalf of the membership of all the veterans
organizations of Cabarrus County concerning a rash of groups coming
into the area soliciting for funds. Many of these groups such as
United Veterans Association, Inc., Veterans Assisting Veterans,
etc., are standing in front of K-Mart stores, Wal-Mart stores and
various other locations asking the citizens of this community to
help a homeless veteran. They are operating out of motels and
sometimes bringing in street people from other areas of the country
to solicit these funds. They have documentation stating they are
authorized to solicit and have copies displaying their tax-exempt
status. We have had several conversations with these groups and
they state the money that is raised locally stays in our community.
We know for a fact this statement is false.

It may be prudent if the county attorney, together with the
various legal and law enforcement departments comes up with some
ordinance where out-of-town groups operating out of motels be
either banned or produce substantial documentation and
accountability that these monies raised are truly staying in our
community.

Thank you for your consideration of this matter.

Sincerely,

Leon Little
President
Cabarrus County Veterans Council

LL/se
