July 27, 1992

John V. Witherspoon, County Manager
Cabarrus County
P. O. Box 707
Concord, NC 28026-0707

Dear Mr. Witherspoon:

Meeting in official session on July 23, 1992, the Cabarrus County Board of
Health voted 8-1 to recommend the revised Animal Control Ordinance (revision
and all changes attached). The motion to approve the ordinance included two
provisions: (1) Since the Board of Health has primary responsibility for
animal control within the county, the Board of Health requests that any
further changes in the ordinance be reviewed with the Board prior to adopt-
ing the ordinance; and (2) The Board of Health opposes the establishment of
any advisory committee on animal control other than the Board of Health.

In other action, the Board of Health voted unanimously to recommend a
management service contract with Central Health Services for management of
the Cabarrus County Home Health Agency (see enclosure); and the Board also~
recommended approval of income eligibility scales and charges for family ~
planning and maternal health services (schedules enclosed). _]

Sincerely,

William F.
