Mr. Jerry Newton, Director of Planning, Zoning & Building Inspection,
reviewed the Home Investment Partnerships Program which would provide State
funding for low to moderate income housing. He recommended that the County and
the City of Concord form a consortium and submit a joint application for Fiscal
Year 1992 monies. Two areas of interest included a housing project by the City
of Concord on Rocky River Road and a project by Habitat for Humanity for
infrastructure improvements to a small housing project site. In conclusion, Mr.
Newton recommended that the Board name the Concord Community Development Program
as lead agency and that the County develop a scattered housing site
rehabilitation program for the rural area of the county.

UPON MOTION of Commissioner Barnhart, seconded by Chairman Carpenter with
Commissioners Barnhart, Payne, and Hamby and Chairman Carpenter voting for, the
Board authorized Mr. John Witherspoon, County Manager, to sign a letter stating
the County's intent to form a consortium with the City of Concord under the
State's Home Investment Partnerships Program and to submit an application for
HOME monies.

March 9, 1992
