Ms. Carolyn Carpenter
Page 2
July 27, 1992

curiosities and trust that eventually the General Assembly will
either remedy its shortcomings or replace the tax with another
source of local revenue".

You and I both have heard that we are all "taxed to death" and that
we are trying to put the "little man" out of business. The
property tax, our major source or revenue, is difficult enough to
administer with the proper General Statutes in place to create' and
maintain equity. The privilege license tax, at the county level,
without the proper statutes in place to create equity, becomes a
nuisance tax that produces little revenue, and rightfully so, a lot
of dissension among our business taxpayers.

My recommendation - Rescind above caption and revert back to the
original ordinance of May, 1972 as amended. (See enclosed.)

For your information, we have collected $4,100. to date for
privilege license taxes. If you rescind the current ordinance, we
will need to refund approximately $2,900. Under the old ordinance
we should collect in total an estimated $4,000.

Should you have any questions or desire further information, please
advise at your earliest convenience.

Sincerely,

Terry L.
