NO81X CAROLINA

June 19, 1992

Carolyn Carpenter, Chairman
Cabarrus County Board of County Commissioners
P.O. Box 707
Concord, N.C. 28025

Dear Mrs. Carpenter:

Dr. Herb smith made a very impressive presentation to the Cabarrus
County Department of Aging Advisory Board on April 20, 1992
concerning the Final Report of the 21st Century Committee and asked
the Board to respond to you with their concerns.
The Advisory Board endorses the concept and the principle of the
report, with the following stipulations:

A. The Cabarrus County Senior Center remain dedicated to senior
services and senior center use and retain the principles and
purposes for which it was designed; to provide meaningful programs
and services for older adults in Cabarrus County.

B. The Department of Aging remain housed in the Cabarrus senior
Center located at 331 Corban Avenue. The Senior Center was
designed to be "user friendly" in providing a wide variety of
health, educational and recreational programs and services for
older adults. The site at 331 Corban Avenue is highly visible,
centralized and easily accessible. More and more people are
identifying the Department of Aging and Sea%ior Center as the entry
point for information and assistance for~seniors. Any disruption
in this development would seriously jeopardize delivery of services
to seniors.

C. The Advisory Board concurs with the 21st Century Report that
the Senior Center serve as a satellite center for those services
which can easily be decentralized. Particular emphasis should be
placed on comprehensive diagnostic and preventative services.

D. Ail services should be delivered at the lowest possible cost
for older adults. A trade of services for space and volunteer
assistance might be considered to provide services at the lowest
possible cost for those over age 60.

Department of Aging
P.O. Box 1005 · Concord, NC 28026d005 - (704) 788-9899
