CHANGES PROPOSED BY CAROLYN CARPENTER <br /> <br />Add following definition for "Potentially Dangerous Dog": <br /> <br />A) <br /> <br />Any dog, when unprovoked, chases or approaches a person <br />upon the streets, sidewalks, or any public property in a <br />menacing fashion, or apparent attitude of attack. <br /> <br />B) <br /> <br />Any dog with a known propensity, tendency, or disposition to <br />attack unprovoked, to cause injury, or to otherwise threaten the <br />safety of human beings or domestic animals. <br /> <br />c) <br /> <br />Any dog which, on four (4) separate occasions within a twelve <br />(12) month period has been observed being unrestrained or <br />uncontrolled off its ovmer's premises by the appropriate <br />authority, or has been impounded by Animal Control for being <br />unrestrained off its owner's property. <br /> <br />Section 5. Licensing and 'Permits <br /> <br />(4) c. Any handicapped owner of a dog which is used for seeing or hearing purposes <br />and is spayed or neutered, shall obtain a license free of charge. <br /> <br />Include any service dog trained to assist a handicapped individual. <br /> <br />Section 9, Restraint of Animals - (3) Violations: Add the following: <br /> <br />Any animal seized for running at large for a fourth time within a <br />twelve (12) month period shall be declared Potentially Dangerous and <br />subject to all applicable restrictions. <br /> <br />Section 4, Definitions - (20) Secure Dog Fence. <br /> <br />A secure dog fence, in addiiion to requirements subsequently specified under <br />"Unconfined" requires enclosure on all six sides including the top. The bottom must <br />be concrete unless the sides of the fence are buried one foot deep in a hard packed <br />soil. <br /> <br />Add the following: <br /> <br />To be used for dangerous, vicious or potentially dangerous dogs. <br /> <br /> <br />
