VISION CABLE OF METROLINA
909 KANSAS STREET
KANNAPOLIS, N,C. 28081
704-938 -5156

August 24, 1992

Mrs. Carolyn Carpenter, Chairperson
Cabarrus County Commissioners
PO Box 707
Concord, NC 28026-0707

Dear Mrs. Carpenter:

As Vision Cable reviews the 1992 year, many advances and improvements
were made in our technology, programming and customer service areas and
we look forward to a progressive 1993.

Our staff has worked diligently to exceed the standards set by the
National Cable Television Association that stress outstanding,
reliable, quality service. We answer 97% of all calls within 30
seconds, respond to service interruptions immediately and complete
customer installations within 3 working days (in most cases the next
business day). We are proud of our accomplishments and promise to
continue meeting these standards in the future.

As you know, the cost of doing business tends to increase each year,
and we must adjust our rates to cover escalating labor, materials,
insurance, utility and programming costs.

Effective October 1, 1992, subscriptions to our Basic service will be
$18.50 per month. Costs for Broadcast Basic service, additional
outlets and premium services will remain the same.

Also on October 1st, we will launch our new "Preferred Service" package
which will include VH-1 (Video Hits 1), Sci-Fi (Science Fiction), CMT
(Country Music Television), SportSouth (introduced in 1991) and a
remote converter. Ail customers currently subscribing to our remote
service will automatically receive "Preferred Service" which will be
priced at $5.00 per month, an increase of $1.00. This is our first
increase in remote service ever.
