' "~' Members represeming specific townships shall be residents only of those areas within <br /> ~hose tox~nshfps that are located whhin the geographic area for which the Board has or can <br /> grant a cable television franchise. At large members shall reside in areas not sen'ed by <br /> cable at the time of their appointment. After the initial term, appointments shall be for a <br /> three (3) year lerm. If reappoimed by the Board, a member may serve up to m~o (2) <br /> consecutive Ierms subsequent to the irfitfal lerm. <br /> <br /> 2. Powers and Dut{es. Upon formation, the Commission may undertake the <br /> folloMng powers and duties: <br /> <br /> (a) Elect officers and enact by-laws regarding the organization and activities of the <br /> Commission consistent x~fth the Ordinance. <br /> <br /> (b) Advise the Board on applications for franchises, unless the Board shall o~her~vise <br /> pro, de for the handling of this function. <br /> <br /> (c) Ad~qse the Board on mauers which might constitute grounds for revocation of <br />any cable franchise in accordance Mth the Ordinance or any successor cable franchis~ <br />ordinance. <br /> <br /> (d) Resolve disagreements among franchisees, subscribers and public and prix,ate <br />users of the system, decisions regarding which shall be appealable to the Board. <br /> <br /> (e) Require an audit of all franchisee records required by the Ordinance and, in its <br />discretion, require the preparation and f/ling of information additional to ~hat required <br />herein. <br /> <br /> (f) Make an annual report ~o the Board, which shall include: an account of <br />franchise fees received and distributed, the lolal number of hours of utilization of public <br />channels, and hourly sub~otals for various programming cmegories, and a review of any plans <br /> <br /> <br />
