Richard Russell, MIS Director <br /> <br />October 22, 1992 <br /> <br />Telephone System Recommendation <br /> <br />I recommend that the County accept the second lowest bid <br />from The Concord Telephone Company for a Mitel SX-200 <br />telephone system primarily because we will get better <br />service on this equipment over the next five years, reducing <br />down time and increasing utility. I also think it is the <br />best system for the money. <br /> <br />The three bids that the County received for a telephone <br />system are ranked as follows on a total cost basis. <br /> <br />1. ATCOM Telephone Systems <br />2. Concord Telephone <br />3.. Southern Telecommunications <br /> <br />$71,559.52 <br /> 75,012.85 <br /> 78,478.14 <br /> <br />One major benefit the Concord Telephone bid offers over the <br />other two is promptness of service, primarily because their <br />service is out of Concord rather than Charlotte. We <br />presently have a Concord Telephone system, and they have a <br />track record of 5-15 minute response time. The other <br />companies offer maintenance out of Charlotte with a <br />guarantee of 4 hour emergency and 24 hour routine <br />maintenance response time. I feel this is significant. <br /> <br />The Concord Telephone bid offers several technological <br />advantages over the lowest bidder's system from A~OM. <br /> <br />1. Infinite number of calls holding versus eight. <br />2. Menu driven programming in English rather than code. <br />3. Expansion capacity to 672 ports without deleting any <br /> present hardware versus having to switch power supply and <br /> control cards after 224 ports. <br />4. Lower power consumption. <br />5. Six and a half hours of voice mail storage versus four. <br /> <br />Another advantage in selecting the Mitel SX-200 from Concord <br />Telephone is that the County already owns two other SX-200's <br />and all of these systems are tied together. It is simpler <br />to deal with problems when they arise if we are dealing with <br />like components and a single vendor. <br /> <br /> <br />
