DATE:

TO:

FROM:

RE:

October 27, 1992

We have recently learned, through our representative on the Centralina
Privale Industry Council (PIC), of unexpended and available JTPA funds
in the amount of $42,S56.14. These funds would require no county match,
no additional staff, and would be available through June S0, 1993.

Our agency and Board has become increasingly concerned about absent
parents who have child support obligations but lack the education and job
skills to become self-supporting and meet their obligations as parents.
As JOBS funds cannot be used to serve this group, we have continued to
look for other funding, and feel this JPTA money could be a good source.

This funding could pay for the social worker's time as well as employment
and tr-~n~ opportunities, On-the-Job Training, counseling, and peer
support. These men would be referred to this program through the court
system, when they are identified as needing this service. Our child
support unit has, at this time, ~dentiffed 35 to 40 men who could benefit
immediately from this program. Our JOBS unit would work w~th this
caseload, as they already have expertise in this area. The Chief District
Court Judge has expressed support and would have the court system work
with us in tkis pursuit.

We feel that this would be a very beneficial program for this population,
and there is indication that if this is successful we could get additional
money next year.

Therefore, we are requesting permission from the Board of Conunissioners
to pursue this grant. If you have any questions, please do not hesitate
to contact me.

Department ct Social Services
P.O. Box 6~8 · Concord, NC 28026-0668 * (70~) 786-7141
