PROPOSAL <br /> <br />The staffing situation that would be most advantageous to the <br />Department would be to have an Athletic Supervisor and an <br />Assistant in addition to transferring responsibilities to <br />volunteer athletic associations. This would enable more <br />individualized attention to be given to all aspects of the <br />program as well as allowing the Department to reorganize the <br />current organizational structure to eliminate two Master Plan <br />future positions. <br /> <br />Listed below is the committee's recommendations to help <br />eliminate existing and future problems. <br /> <br />ae <br /> <br />Hire one (July 1, 1993) assistant to help alleviate <br />current problems. Please Note: This assistant would only' <br />prove to be effective for approximately 3 years if the <br />County and Programs continue to increase at the current <br />level. <br /> <br />Be <br /> <br />Transfer responsibilities of existing programs to <br />volunteer associations. (Feb. 1993) Phase money and <br />program operations over a three year period. Never fund <br />less than 25% of direct costs (or a set fee per year). <br />Administration would continue to fall under Department. <br /> <br />Ce <br /> <br />Limit participation to a specific number of teams per <br />sport per year. This would involve cutting participants <br />from each district. <br /> <br />Charge additional Team Fees to cover cost of hiring an <br />Assistant (July 1, 1993). Based on current number of <br />teams, fees would increase by $80.00 per team. Example: <br />Soccer 1992 $50.00, Soccer 1993 $130.00. Harrisburg <br />Teams Fees would go from $700.00 1992 to $1820.00 1993. <br /> <br />Optimum working conditions could be achieved by hiring an <br />Assistant in July of 1993 an~ beginning transferal of <br />program responsibilities in 1994. The final phase would <br />be complete beginning the 1996-97 Fiscal Year. <br /> <br />If an Assistant is requested in the 1993-94 Budget and is not <br />funded, the transfer of responsibilities would begin July 1, <br />1993. A program proposal for transferal of responsibilities <br />will be completed with the Budget. <br /> <br />The League Coordinators for Ail sports must be made aware of <br />this proposal before the 1993-94 Budget is approved. <br /> <br /> <br />
