Box 707 <br />Concord, N.C. 28026-0707 <br /> <br />Dear Mr. Witherspoon: <br /> <br /> At the November 23, 1992 meeting, the Kannapolis City Board of Education voted <br />to seek the avenue of Certificates of Participation as a means of financing the air <br />conditioning of A. L. Brown High School. <br /> <br /> As I know you and the Board of Commissioners understand, this project is of the <br />highest priority for the Kannapolis Board of Education. <br /> <br /> The timely completion of the project has become even more urgent as a result of our <br />discovery that the heating system at A. L. Brown is failing. Repair or replacement of the <br />heating system without also installing air conditioning at the same time would be a waste <br />of funds. Of course, what is needed is the installation of both heating and air conditioning <br />in one complete System. <br /> <br /> It is our estimate that the cost of the project would be about one million dollars. <br />That amount far exceeds our entire annual cat>ital outlay budget, we believe that <br />Certificates of Participation would allow us to pay for the system in a responsible manner <br />and allow us to complete the much needed project at the earliest possible time. <br /> <br /> In order to complete the project this summer while students are not in school, it is <br />imperative that we move quickly. Therefore, we are requesting to be on the Agenda for the <br />Board of Commissioners' meeting on Monday, December 7, 1992. <br /> <br /> Prior to the meeting as per our agreement, Beth McCraw our Finance Officer, and <br />Blair Bennett can work on the details of the proposal. <br /> <br />"We are an Equal Opportunity/Affirmative Action Employer" <br /> <br /> <br />
