Box 707 Concord, N.C. 28026-0707 Dear Mr. Witherspoon: At the November 23, 1992 meeting, the Kannapolis City Board of Education voted to seek the avenue of Certificates of Participation as a means of financing the air conditioning of A. L. Brown High School. As I know you and the Board of Commissioners understand, this project is of the highest priority for the Kannapolis Board of Education. The timely completion of the project has become even more urgent as a result of our discovery that the heating system at A. L. Brown is failing. Repair or replacement of the heating system without also installing air conditioning at the same time would be a waste of funds. Of course, what is needed is the installation of both heating and air conditioning in one complete System. It is our estimate that the cost of the project would be about one million dollars. That amount far exceeds our entire annual cat>ital outlay budget, we believe that Certificates of Participation would allow us to pay for the system in a responsible manner and allow us to complete the much needed project at the earliest possible time. In order to complete the project this summer while students are not in school, it is imperative that we move quickly. Therefore, we are requesting to be on the Agenda for the Board of Commissioners' meeting on Monday, December 7, 1992.
