PREFACE <br /> <br />The Cabarrus Coun .ty Land Development Guide, amended and adopted in 1988, is a general comprehensive <br />land use guide for the County. The proposals, goals and object/ves that the document stresses are used to <br />help guide and control the development of Cabarrus County, but the document does not offer spec/ftc land use <br />recommendations for each area of the County. <br /> <br />For this reason, the Planning, Zoning and Building Inspection Department is studying smaller areas of the <br />County to develop specific recommendations to complement the Land Development Guide. This plan will be <br />the fifth in a series of six plans. The boundaries of the small areas have been determined by individual <br />factors affecting each area. Where these factors are similar, a small area study has been or will be <br />conducted. <br /> <br />This plan is un/que in that the City of Concord Planning Staff is also participating. Approximately one <br />third of the area under study is currently in the city and almost 80% is w/thin its sphere of influence and <br />under consideration for annexation. <br /> <br />The process of the small area study generally follows a set outline. The study begins by the staff putting <br />together all the available pertinent information. The next step involves meeting with the residents of the <br />area to discuss the process and to find out what they consider the most important issues and goals for that <br />part of the County. This information is then distilled and presented back to the public at a second meeting <br />where they are asked to participate by proposing actions and recommendations that address concerns. From <br />that point a draft plan, based on citizen and staff input, is forwarded to the Planning and Zoning <br />Commission and Board of Corrma/ssioners for review, comment and adoption. The Concord Planning & Zoning <br />Commission and Board of Alderrrmn will also be asked to review this plan and adopt it as a policy gu/de for <br />decisions made under their jurisdiction. The adopted document and maps are then used in the <br />implementation of the land use plan for the area. <br /> <br />This plan has varied slightly from the set process. Representatives of major ]and owners, developers and <br />business interests, that had not participated in the first two meetings, were asked to meet with staff <br />members working on the plan to discuss their specific needs and goals for their property and/or businesses. <br />Information derived from those meetings vail also be used to help formulate actions and recommendations. <br /> <br />A third meeting was held to present the proposed future land use and land use recomamendations. This <br />meeting was held in advance of the presentation of the draft plan to the city and county planrfing boards to <br />allow for comment before the final draft was completed. <br /> <br />Plans based on a combination of solid plann/ng practice and dtizen involvement are much more likely to <br />actually make a difference than plans written one without the other.
