TRANSPORTATION RECOMMENDATIONS <br /> <br />This area is well served by major highways in Cabarrus County, including 1-85, U.S. 29, N.C.49, N.C. 73, <br />U.S. 601 and the 601 bypass. Several secondary roads act as collectors to access these major routes, including: <br />Poplar Tent, Weddington, Pitts School, Roberta, Old Charlotte and Zion Church. The growth being <br />experienced in the area has substantially increased traffic in the last five years on these roads. A map <br />showing the most recent average daily traffic (ADT) counts is included in the appendix. <br /> <br />Several major road projects proposed for this area are in the North Carolina Department of <br />Transportation's Transportation Improvement Program (TIP) for 1992 to 1999. These projects include: <br /> <br />The Westside Bypas~ This project is proposed to eventually connect the western portion of <br />Kannapolis and the surrounding area to 1-85 at the existing bridge for Crisco Road, and continue <br />South across U.S 29 to N.C. 49 at Stough Road. The project is to be constructed in two phases. The <br />first phase extends from Mooresville Road (N.C. 136) to 1-85 at Crisco Road, including an <br />interchange. The second phase extends from the proposed Crisco Road interchange south to <br />Highway 49. The first phase is scheduled for right-of-way purchase in 1994, with construction <br />beginning in 1996. The second phase is scheduled for right-of-way purchase in 1995, with <br />cons'auction beginning in 1999. The proposed project will originally be a two lane road, with the <br />purchase of a right-of-way that would allow for two additional lanes to be constructed on that <br />right-of-way at a later date. It is recommended that the bypass be constructed as a limited access <br />facility. <br /> <br />The amount of growth being experienced near the proposed location of the southern portion of the <br />Westside Bypass, between 1-85 and U.S 29 is also a continuing transportation issue. The staffs have <br />discussed right-of-way dedication for the proiect with several property owners in the area. Should <br />a proposed development impact the possible alignment, right-of-way dedication would be required <br />at that point. This right-of-way dedication could be required through the County Subdivision <br />Ordinance. <br /> <br />The Kings Grant inter.change at 1-85 This project is scheduled for construction in late 1992. It will <br />serve the Kings Grant area and provide Charlotte Motor Speedway with direct access to 1-85. This <br />project includes private funding from Landex (the developer of the King's Grant project) and the <br />Charlotte Motor Speedway. The project will consist of two lanes from Derita Road to 1-85, turr~ng <br />into a five lane road on the Derita Road side of 1-85, continuing as a five lane toward U.S. 29, then <br />turning into a four lane di~ded road closer to U.S 29. The new road will not ordy open up King's <br />Grant for more development, but also Charlotte Motor Speedway property west of U.S. 29. <br /> <br />TI'ds project could also be extended at b~th its east and west ends. It is proposed to be extended <br />westward into Mecklenburg County to provide the Highland Creek development access to 1-85. On <br />the eastern end of the proposed project, at U.S. 29, it is proposed that the new road connect with <br />Morehead Road on the Charlotte Motor Speedway property, providing access to N.C. 49 also. <br />Additional roads may need to be constructed in this area, increasing the access to 1-85 at this new <br />interchange. The staffs will be studying the feasibility of extension of existing roads and/or new <br />road consl~uction. <br /> <br />Three possibilities for new roads were discussed during the plan process and will require further <br />study in the near future. The first two possibilities were connections from the King's Grant Parkway <br />to the Weddington Road area. Both options would connect to the parkway within a half mile of the <br />new interchange at 1-85 and cross Rocky River to connect to Belt Road. One of the alternatives from <br />that point is to connect directly with Weddington Road (with some adjustment) and the other is to <br />construct a new north-south route intersecting Poplar Tent Road in the area of Woodhaven Road. <br />The third possibility for new constr~ction is to create a connector on the west side of 1-85 that ties <br />the parkway to the Concord Regional Airport. This road could become the main entrance to the <br />airport and replace the entrance currently planned off Derita Road. <br /> <br />These two projects will greatly increase the accessibility to large tracts of land in the study area. These <br />types of improvements will have a major impact on the type and rate of development that occurs in the <br />WESTERN AREA PLAN DRAFT 4 PAGE 21 <br /> <br /> <br />
