Cabarrus County Health Department

715 CabarrusAvenue W. * P.O. Bo:t i149 * Concord, N. C. 23026- 1149 * Area Code 704/786-8121
William F. Pilkington, Health Director

MEMO1LANDUM

TO:

Fletcher Hat tsetl
County Attorney

FROM:

William F. Pilkington
County Public Health Director

DATE: December 9, 1992

The existing franchises for collection of commercial and residential
solid waste expire on December 31, 1992. The Board of Commissioners
have granted an extension of six months to existing collectors of
residential solid waste. Does this mean that the franchises for
commercial solid waste are also extended until June 30, 19937 If so,
the Board of Commissioners need to grant temporary franchises for the
collection of commercial, industrial, and institutional waste to BFI,
CCC, and Waste Management. If not, the Board will need to review
pending requests from various solid waste companies and award franchises
for non-exclusive commercial solid waste collection effective January 1,
1993. Otherwise, commercial solid waste cannot be lawfully collected by
any hauler after the franchises expire.

In order to expedite this process, I would suggest that the Board of
Commissioners grant non-exclusive commercial solid waste franchises to
all companies currently holding residential franchises (BFI, CCC, and
Waste Management) and to Chambers Development Corporation which has the
contract to collect residential solid waste in Kannapolis.

mps

Equal Opportm~ityJA ffirmative A etlon Employer

?
