CONCORD-CA l:tA RR US COUNTY Chamber of Commerce December 8, 1992 Mr. John Witherspoon, County Manager Cabarrus County Post Office Box 707 Concord, NC 28026-0707 Dear Mr. Witherspoon: Cabarrus County has recently experienced rapid growth and changes in economy and demographics. While many groups and agencies plan the County's future, there is no overarching vision of the County's direction in the next century. Therefore, a strategic planning effort has begun to develop a shared vision for the area through input obtained from the "Sharing the Vision" Conference held in March 1992. This symposium was attended by over 135 people representing various facets of our population. The study's goal is to develop a Strategic Plan in a 9-month effort using primarily volunteers and in-kind services from participating private and public sector organizations. A budget has been proposed in the amount of $25,000 for this study. (see attached budget.) The study will prepare a review of circumstances and opportunities, to generate wide input from citizens. Task forces will then identify issues, prepare action plans, and oversee implementation. The study will periodically report to the community on the status of implementation. (See attached outline.) This Strategic Plan will be fully coordinated with efforts underway in municipalities and in several agencies, permitting those efforts to proceed with confidence. In addition to the other attachments mentioned above, I am also enclosing a list of our Initiating Committee members for this project.
